What is LA Flex?

LA Flex (short for Local Authority Flexible Eligibility) is a government-approved route within the ECO4 scheme that allows local councils to set their own eligibility criteria for households to receive free or subsidized energy efficiency improvements, even if those households don't receive qualifying benefits.

Under the standard ECO4 (Energy Company Obligation) scheme, only people on certain means-tested benefits (like Universal Credit or Pension Credit) can access free energy-saving improvements.

But many low-income or vulnerable households fall through the cracks, they don’t receive benefits but still live in cold, inefficient homes or struggle with energy bills.

LA Flex fixes that.
It gives local authorities the power to:
• Identify low-income households
• Prioritize people with health conditions made worse by cold homes
• Target specific deprived areas or vulnerable groups

👥 Who Qualifies?

Each local council sets its own rules in a document called a Statement of Intent, but common criteria include:

• Total household income under £31,000/year
• Living in a property with an EPC rating of D, E, F, or G
• Having a long-term health condition worsened by cold
• Living in a fuel-poor or high-deprivation area
• Having children on free school meals or Council Tax reduction
